I just solved the problem accidentally 😁 I set the output to opengl, and set a fixed resolution of 1024X640 it works now, though windows 3.1 doesn't stretch. Now my only question is: Is there a way to make win 3.1 stretch too? It stretches vertically but it doesn't stretch horizontally.

When you start the game, and it asks for your machine type, choose "High performance PCs", instead of "PC compatibles". My mouse was a bit laggy in pc compatibles mode too, but it moves smoothly in high performance PCs mode.
