Yes, the menu seems to support only 640x480 and 800x600. For this game you need to set 'MSD3DDeviceNames' to 'true' (use the latest WIP), otherwise it won't initialize and quits. With that enabled, the game works fine for me.

Rally Masters has no Glide support if I remember correctly, so there should be no conflict. dgVoodoo might not fire up for you for this game. Try the latest WIP build with the debug layer to see if any feedback is coming back from dgVoodoo.
