Just sounds like the standard spin up issue, what speed is the DVD drive? slower the PC, harder time it has keeping up with faster drives. Tools exist allowing you to slow down the drive like CDBeQuiet!

Wifi on Win98 isn't fun. Much better to use a bridge of some sort. Although what I actually did was use powerline adapters, One near the router, other was direct into a PC but now goes to a switch as my retro fleet grew. 100Mb was fast enough for old PC's

If you hold Ctrl while dragging it'll copy the file rather than creating shortcut. but admittedly if doing that may as well just go ctrl c / ctrl v method
