It resets the Dreamblaster S2P if you accidentally rebooted or powered off the machine when playing a DOS game instead of exiting the game properly to stop the hanging music from playing.

I had the SB PCI128 and it was OK for retro gaming for MS-DOS (there were TSR programs and drivers for it), but the GM emulation was terrible for MS-DOS, and the MIDI/Gameport never worked with my real MT-32 as it used the sound card's integrated MPU-401 in the card. My Packard Bell does the same thing when switching CPUs from an SX2-50 to DX2-66/DX4-100. I have to hit the reset button to get the CPU speed to show up correctly (mainly because the motherboard is using an external CMOS battery). Try pushing the reset button and see what happens.

Are you using an add-in IDE controller card in that 386? I would be surprised if a CD/DVD drive worked with any IDE interface built into a 386 board. It merely needs a driver to work, detection by the BIOS is not required (of course, booting from the CD/DVD drive ain't possible). PloP boot loader …

Another thing is, people reviewing certain retro hardware, such as the Roland MT-32 on YouTube drives the prices high. The Roland MT-32 I have was purchased by my dad 30 years ago and it still works to this day.
