You can use a power bank that supports 15v output through USB PD (power delivery) and get a USB C to barrel adapter (or make one) that that will tell the power bank to switch its output voltage to 15v. These key words should help "usb pd to dc 15v barrel".

In addition to encountering every problem darry mentioned, I have also seen a bad motherboard make for a blurry display with high frequency noise passed through from failing voltage regulation. I don't recall witnessing that last one. Thank you for bringing it to my attention as a potential issue.
