I don't remember how driver tabs looks like in Win98 for a Voodoo2, but from what i can see, card was detected by the PC and drivers were installed (resource tab is present), what do you get when trying to run glide games?

That is a FBI chip, and such shorts are very common, just take a sharp syringe needle (not blade or any sewing needle) and start straightening pins from left to right by inserting needle between pins.

Update: Both tries to fix card (connecting RAS0 to BANK1 and soldering memory ICs) didn't work at all, card still keeps hanging when texturing is enabled... looks like that missing memory ICs has NOTHING to do with this problem (used exact same memory, just 35ns).
