That is a FBI chip, and such shorts are very common, just take a sharp syringe needle (not blade or any sewing needle) and start straightening pins from left to right by inserting needle between pins.

Those are diodes and not capacitors, look at the PCB marking (CR), it's purpose there are to protect rest of the circuit from shorted voltage regulator, so that is the case of charred diodes. Update: Both tries to fix card (connecting RAS0 to BANK1 and soldering memory ICs) didn't work at all, card still keeps hanging when texturing is enabled... looks like that missing memory ICs has NOTHING to do with this problem (used exact same memory, just 35ns).
