I actually have a Philips IDE drive that behaves similar. Even after disassembly and cleaning it still does how it feels like. But since it's a nice look drinve for older systems it;s a shame to be so quirky.

Actually, downsampling under XP is no issue. I did it years ago with a 8800 GT on a 19" CRT. That thing officially supported 1600x1200 @ 60 Hz but I managed to get it to 2048x1536. Should fit on anyting, PCI is a standard for a reason. Got a Medion Geforce 3 that happily runs on a CUSL2. If the price is right, there is nothing wrong with buying one and trying. If it doesn't work, there is a certain flair to build a perioid correct Dell machine.

Are both systems running similar memory configs? (clock speed, latencies, dual channel) Are both holding their clock? (overheating) Same version of WIndows? Same power settings? Enough space on the system drive? Same driver versions? Same driver settings?

Strap a case fan to it. Should cool it good enough and might even lower the temps further. Might need some tinkering on the cooler, but since it's about to replaced anyway there is no loss.
