Yes, it is. You will have to disable second card under each os (device manager), and use XP only one as "primary". DO NOT install two NV drivers on the same OS.

IIRC, VGA does 2048x1536 at 85Hz max. (assuming RAMDACs on your card can actually cope with it). Unless you got DVI-DL to HDMI 2.0 adapter, 1440p60 will never work over DVI to HDMI officially (you can try to make it work OC'ing RAMDACs with custom resolution - no guarantees it will work though).
