I have a DFI Socket 7 motherboard that was originally in a Coinstar kiosk. I reflashed the BIOS and it's the same as a consumer board now.

Most of those cheap VGA to HDMI adapters can only handle standard Windows resolutions. 640x480, 800x600, etc. Without support for 720x400 you won't see DOS text modes.

What do you mean by "jumpy cursor"? If the cursor moves in the correct direction, but with larger steps when you move it quickly, that's normal for a serial mouse due to the slower update rate. It will seem choppy compared to a USB mouse.

AFAIK no VGA card outputs a 320x200 or 320x240 signal. 350 scanlines is the minimum output. 320x200 and 320x240 modes are doubled to 320x400 and 320x480 output. I prefer to have the pixels in the correct aspect ratio for the original display. 320x200 and 640x350 don't have square pixels on a 4:3 …

For fixing infected PCs, I would just use a flash drive with write-protect. Kanguru still makes them. For protection against user error, you can make the file attributes read-only.

One could argue that an FPGA blurs the line between hardware and software, but hardware itself is distinctly not "code running on a thing." If the Pi has enough horsepower then it doesn't matter. But OP may run into limits doing everything in software, especially regarding latency and jitter.
