Well, for most older chips, the silicon chip itself is usually closer to the bottom of the package than the top, unless designed in an upside-down fashion, so heat is closer to the bottom. A good PCB should have a thicker internal copper layer for power & ground to spread the heat below the chip too …

I've never really got the point of replacing thermal compound, it is only placed there too fill out any possible air gap/unevenness between chip & cooler, esp. if uneven surfaces, but still applied thinly to keep the cooler close to the chip for better heat conductivity.

It looks like the card shield could just be turned over to accommodate the correct match to the cable shield. I've had to do that to some similar boards that were assembled incorrectly by the original connector manufacturer. (alternately they were ordered/specified wrong by the board maker)

I just rediscovered 'Curious Marc', I enjoyed his *really* old hardware videos, and also the good team working on restoring Apollo electronics and similar things. (I had been a subscriber but lost track the channel some time ago). No sloppy work there IMO.

Maybe an adapter for hooking up an old RJ45 connected HP keyboard to a more common interface? I have some such things, but I'm not sure an RJ45 is a good fit, the connector was a bit thinner I think.

Maybe some power-saving mode by windows perhaps, if it does not think you are using the device? (I've had to turn off such things on some USB hubs that wants to turn off a single device, but cuts off other active things on the same hub)
