So it identifies it as a 33MHz 486. But the speed is only comparable to a 15MHz AT (ie. a 286). The CPU's internal cache must be disabled.

Instead of burning a CD you could try using the free DOS utility SHSUCD to mount the image as a virtual CD. I got HoMM2 to run in real DOS this way (another game from GOG which runs inside dosbox)

Well it seems like simplifying implementation of POS is a large part of the 82c611's functionality. If that's not essential maybe you'd do just as well without it, substituting some other logic to handle the iow/ior/command lines.

Tried overclocking my 6MHz AT to 10MHz. Much to my surprise, it actually booted up and worked for a few minutes before crashing. Hah. Then I dropped down to 8.1MHz and it passes a memory test, runs fine. I also found some more 41256s to boost the RAM card to 1MB (plus 512KB on the motherboard).

In the photo you have a mixture of 64K and 256K chips. Try to find some more 256K chips to fill the whole bank before continuing. Maybe that's why the BIOS memory count went down during your tests, because the 64K chips are causing the memory test to fail.
