The Maestro family does not have hardware FM synthesis, the Solo-1 (ES1938/ES1946/ES1969) was the last ESS PCI sound chipset with that feature.

Given that the board says it supports up to 1000MHz, it may also mean it supports up to a 10X multiplier. It appears to match the symptoms as 1100/100 (11X) doesn't work, 733/66 (11X) doesn't work for long, and neither does 700/66 (10.5X).

Yeah, Descent looks like a game-specific issue. I don't know if it happens on other WSS cards as this is the only one I have. Good luck with your wavetable upgrade, I certainly couldn't do something like that as I don't have the skills or equipment.
