Compressed air in the coast socket first. Sounds like there may be dust/paper/other crud in there. Use a magnifying glass to check for any defects on the contacts in the socket.

Ok, there's always the possibility of bad hardware. If the floppy light stays on, the cable is on backwards btw. Can be at the floppy end or on the motherboard.

It definitely is! The card is probably made in 1991. Some of the chips and the oscillator have a production date in 1992.

Anything with an Award bios has this option. Some Phoenix bioses too. Even some AMI bioses on Intel boards had this option.

From what cable is it coming? That would give you an idea of the working voltage. There is absolutely nothing readable in there any more?

TIP31C is a general purpose transistor, not a voltage regulator. We indeed need a detail picture around that area to see what circuit they are using. https://www.st.com/resource/en/datasheet/tip31c.pdf

The memory sockets look a bit odd because you can use the same PCB for 4 x 30pin + 2 x 72pin as well as 8 x 30pin I haven't seen this anywhere. I am very curious what board this is. If you cannot salvage it due to damaged traces, at least try and read out the bios chip for an ID.

The 80C287-12 would not run stable at 20 MHz. Running a chip at alomst twice the speed it is specced for will do that. The 12 stands for 12MHz...

Umm I didn't notice before but are you sure the bios chip is socketed properly? Looks a bit odd, those open spaces.
