MacSD, despite the name, purports Windows and DOS support. It is SCSI, however, but it does emulate both HDD and CD-ROM with analogue audio output. I have one, but have not yet tried it in an x86 environment.

Have you thought about using a PCMCIA to CF adaptor? There's an ATA enabler for DOS (https://www.tssc.de/site/default.aspx#) that you can transfer with Hyperterminal (or just Terminal in Win 3.1) over serial, then you get a mass removable storage option.

The SB Pro at least needs -5v to function, so check that rail on the PSU. -10v seems kinda weird, nothing would be generating that from the PSU, so perhaps you have a general issue with the negative voltage rails
