Yes. I do this for IndyCar Racing II all the time.

Get an external midi device hook up with midi cable to joystick and select mpu401 i think

I plugged my old joystick into the MIDI port of my Sound Blaster Live! 5.1, started the game with VDMSound, calibrated in game, and that was it.

All you have to do is configurge the Advanced->MIDI tab in LaunchPad to use "MIDI Port" as the input and output device.
