Well, very likely you have some hardware (or hardware setting) that doesn't give you EMS. Try disabling USB support from the BIOS.

Press <DEL> key when screen instructs you to do so. You may need to keep pressing it repeatedly before windows starts. WARNING: Don't mess with bios values if you don't know what you are doing. If you feel confident enough, press F10 key and Y key after making changes.
Don't even bother, eL_PuSHeR. The number of questionmarks on that last message confirms to me that this person would never be able to touch their BIOS settings without completely fucking their computer. "Ooooh, I can make my CPU run at 2500MHz?!" (rated to run at 2000 for a REASON)

Windows will deal with your mouse independently of the BIOS. BIOS USB support is only for compatibility with old DOS versions (i.e. not the ones Windows uses).
