I happen to have a few and know that's true.

Gallatin Extreme Edition were fully unlocked and late NB and newer can have there multi lowered.
Also most netburst xeon's can have there multi lowered.

I don't have time to dig deeper nor do I care too, you can do that your self.

Well, I do own those P4EE's I mentioned, and here are some screenshots :
P4EE 3,2GHz : LINK
P4EE 3,46GHz : LINK
P4EE 3,73GHz : LINK
Like CPU-z program shows, there is no "down" option on multi (in BIOS multiplier option is greyed out).

With newer Pentium 4's, like 670 or 651 model (Prescott-2M/Cedar Mill) - there is option to go lower (and I have a SS for comparison with those above) : LINK + LINK
As you can see, multiplier on both has range "(12-17)" or "(12-19)" (as opposed to being single digit as seen in P4EE case).

Last, but not least :
Fully unlocked multiplier on Pentium Extreme Edition 840 looks like this : LINK

Maybe on Xeons there is an option to go lower, but on Pentium 4 Extreme series - there isn't.

I am sorry, but why even say something without providing any proof? I mean it just sounds like you're trying to back out. Even if you're right, it's good to provide some proof, otherwise the whole argument makes no sense and instead just misleads people.
