I had this problem in my MSVC builds. There was a bug in DOSBOX - joystick inicialization (I think it is in sdl_mapper.cpp) was called inside of "assert" !!!
MINGW may be compiles asserts into release version, but MSVC not. The result was the above mentioned nonsense.
It is fixed in CVS (joystick initialization was moved out from the assert).
