This is something I've been wondering: I have Windows 3.1, I have Internet Explorer 3 for win3.1, and I have the technology. Can you set up DOSBox to actually connect to the internet? If so, how do you do it?

or you can try HAL9000's build of DOSBox. He has the NE2000 patch integrated which means you can use TCP/IP in DOS.

According to this page it also works in Windows 95 so it should work in Windows 3.1 as well:
