How would you operate a game or windows 3.1 without a mouse on
those platforms?

The same way as on a real PC without a mouse 🙄
Seriously, if you're planning to buy a new phone,
1. buy an Android device, because you'll get the best DOSBox ports for those 😉
2. don't worry about mouse input, it's emulated via touchscreen and better than real mouse in many games (like Warcraft 2, for example).

What if i have a phone that doesn't have touchscreen?

what do you think? Serioisly these are your options, keyboard and/or touchscreen. Unless you can think of a better way. Asking questions is ok but questions like this makes one wonder...

Thanks Dominus,
my phone is called nokia XpressMusic, the cpu is weak, but it can drive a decent movie with nice compression. So I wonder if dosbox works in there too

Look for that symbian port and just try... Though if the cpu is weak you will not have much joy running games in dosbox

But honestly, DOSBox on an old Symbian phone is a PITA. More recent phones or tablets are alright, with a Galaxy S3 / HTC One X etc. you can even play Quake at reasonable frame rates.
Anyway, I doubt it'll work at all. The only Nokia "Xpress Music" phones capable of running DOSBox (5800 and 5530, both Symbian OS 9.4 = S60v5) do have touchscreen support. If yours hasn't, it's most likely another model with another OS and you're out of luck.

some games might need combination of LMB/MMB/RMB to be pressed,
thats quite annoying on touchscreen though ...

To be honest: forget it. Your phone's a Nokia 5130. Specs:
CPU: ARM9 231 MHz (MUCH too slow)
Display: 2 inch, 240 × 320 (MUCH too small)
OS: Nokia S40v5 (wrong OS)

So, even if there was a DOSBox port for S40 phones (which isn't), there'd be absolutely no chance of running anything on this hardware.
If you want DOSBox on a mobile device, you either need an Android phone along with AnDOSBox or DOSBox Turbo, or, if you're willing to void your warranty, you can also jailbreak an iPhone and run DosPad.

Sorry, but these are your only choices.
