I also tried the Hebrew layout before anything else.
I even tried with a CPI file from a Win98 boot disk(with Hebrew support) to no avail, but I didn't try that hard though...
lwc: Hi again, if you're looking for solutions for displaying AND writing Hebrew in DOS/DOSBox, there are several helpful suggestions at our web site, under "Help>Can't see Hebrew font" (you know the address).

Og, actually I don't know the address...which site are you talking about?
wd, did v0.72 give DOSBox the entire keyboard layout list of freedos (as opposed to less than 10 layouts in v0.71)?

0.70/0.71 had the 16 layouts listed in the readme, 0.72 incorporates
the keyboard.sys, keybrd2.sys and keybrd3.sys, yet not all codepages.
