There are two Tandy sound devices, the 3-voice speaker and the DAC, but as far as I know there is only one Tandy sound setting.

How can I know when specific Tandy sound devices are enabled?

Is there a way to turn on just the 3-voice chip, or just the DAC?

You can't. Set machine=tandy and you have 3voice+tdac.

Thanks for the info.

Is there any way to tell which one is outputting data at any given time? I know I can tell the difference between MIDI or OPL by logging them, can I do that with the 3 voice and the DAC?

You'd have to put some logging into dosbox, but in general tandy DAC usage is pretty rare anyways.
