does dosbox work/emulate 16 bit on win 8 64 bit?

It won't run 16-bit Windows apps straight-away, if that's what you're asking. You can however install Windows 3.1 on it and run 16-bit Windows apps through there though. Although, if the program in question is a Win9x app with a 16-bit installer, then you have to start looking into "proper" VMs that can run Win95/98, as DosBox doesn't support those very well (officially it doesn't support them at all even). 😜
