My guess is that it should be possible, but you'll need the WinSock package (the TCP / IP drivers) and a browser, such as Netscape or IE.
And most importantly, how to set up the whole thing.

A Winsock package was required to support TCP/IP networking in Windows 3.x. Usually third-party packages were used, but in August 1994 Microsoft released an add-on package (codenamed Wolverine) which provided limited TCP/IP support in Windows for Workgroups 3.11.
Ooo those early days. I thought about this too because it just seems cool to use. Now if only the games that made use of it, still were played 😉. I doubt Sierra's servers are still up 😜
