Found the problem, You have to use FAT16 file system format!
It is not DOSBOX but pure MS-DOS in my case but it worked!
I couldn't run the game, every time I had "File read error" message, I was using MS-DOS 7.1 and FAT32 partition, I decided to change FAT32 file system to FAT16 and installed MS-DOS 6.22, FIFA 96 is alive now, no "file read error" message any more and it works perfectly!
Try it and let me know if it was the problem in Your case.

Ok so I have an update, the problem is not the filesystem, when all starts to work with fifa96, I wanted to change my cd-rom driver that takes less memory, after doing that fifa96 again stops to work.
I've used my other hdd with ms-dos 7.1 and windows 98 installed on fat32 partition and used cd rom driver that was added to my dos 6.22 and it works again.
I've attached the driver with this post.
