I'm trying to play Highway Hunter (awesome game 😉 ) and all is well except that when doing color-fading effects (like in the game's intro) the game slows drastically and it only does this in fullscreen mode. I've tried speeding up cycles, that just makes the game run hilariously fast.

Windows XP Professional x64 edition (<-- source of problem?)
AMD Athlon 64 3200+ clocked at 2.5ghz
PC3200 512mb, PC3200 256mb
ATI Radeon 9600se with latest (and only) ATI 64-bit driver
