I've scoured the forums and not one explanation on how this is done.
I need to play Strike Commander but ems=false thing is standing in my way.

The "program" is fine. Maybe it's something you're not doing correctly? Probably a few issues at play, including your impatient and hostile posting style.
see that little file named dosbox.conf (oh, even the name implies it's some sort of configuration). Search inside the file for ems=true and change it to ems=false (or maybe change it to ems=true)
