It can be done with DOSBox-x, AFAIK
Since DOSBox can install win9x with HDD image, then a DOS image is definitely working, either with a HDD image or floppy image. Actually I've done that with a win9x floppy boot disk image.

Last time I tried to get win9x installed under DOSBox it failed miserably since DOSBox itself doesnt have the required support for Win9x to function, has this changed in the latest versions ?

OK My bad. I was using DOSBox-X, a third party fork pretty much like the SVN Daum fork. It's unstable anyways. The only benefit was Glide pass through that using host Glide wrapper to boost the Glide games but still it easily crashed and the rendering has stretched triangles for some games last time I played.

I've managed to do that in the late 2000s or early 2010s, I think.
It was with a specific version of Windows 95 and a homemade HDD image. I used bximage tool, I think.
If there's any interest, I can try to find out some details. Win95 version, commands in [autoexec.bat] section of dosbox.conf.
Stuff like that. Or, I'll just attach the whole text file.
