I've got a gateway branded LT430TX that I can't seem to get APM working on (correctly, at least). With power management enabled in the BIOS, Windows Setup is able to restart the PC on initial reboot. However, once it finishes installing drivers and reboots it is no longer able to shut down or reboot the PC -- It just hangs on the "Please wait while your computer shuts down" screen. I've left it like this for several hours to see if it eventually shuts down -- but it never does.

This machine appears to have an ATX PSU -- 20 pin header and the power switch is momentary. I have to hold it down to shut down the computer (and often it turns back on immediately).

I don't have any experience troubleshooting this era of Windows power management so I'm hoping someone can help. I've tried the checkboxes to disable power status polling and enable APM 1.0 compatibility but the issue persists. I've also tried disabling and re-enabling the P'n'P OS option in the BIOS.

Which version of Windows ? Windows 98 SE has known issues with that and requires a patch: Q239887 Update:

I did flash the bios to that version already, didn't seem to fix the problem. I'm afraid to flash an Intel version of the bios because as it stands now this board will post with AMD processors and from what I remember Intel locked out non Intel cpus in their bios. The gateway version is P15 and the last Intel version seems to be P10 anyway.

I'll try the steps from the Intel advisory when I get home from work and report back.

The first step from the advisory (restoring bios to defaults and clearing the setup data) resolved the issue. I decided to do some further testing and discovered that enabling legacy USB support is what triggers the problem.
