Is it possible to fix the pads marked with an arrow ? I suppose they are ground pads ? Do they need to be repaired ?

It doesn't look like they actually were connected to anything. This chip is there only for producing +/-12V signal for COM ports and its presence shouldn't matter for anything but the COM ports.
