I use JENOLITE Rust Remover GEL + a slim and soft tooth brush.
Very good for this kind of thing and recover the original platted.
Regarding your RAM, to fix the peeled pins you can try with a good cleaning + a good electric conductive paint ... but I will not bet on success or stability afterwards.
I don't see any rust, just oxidised copper that doesn't have any tinning (solder) on it.

While it's technically possible to replace damaged or lifted pads, in this case it's probably more trouble than its worth.
It might be worth salvaging the RAM chips, but that's about all I would do with that particular SIMM.
You could probably make that pcb in kicad and order a replacement, and transplant the chips. But just buying another is easier.
If the pads are ripped off, that is what I would do.
If they are just corroded re tin them.
I will try to do something.
