I randomly found an old Athlon XP-M 1200+ laptop at a thrift shop, recently. The laptop has the VIA KN133 chipset, so Sound Blaster emulation works, via the VIA SBCFG activator. It actually sounds pretty good, using the VIA FM TSR.

The graphics card is the S3 Twister-K, which seems to do OK with the couple of games that I have tried. The major issue is that the LCD is 1024x768, and the BIOS has zero options. The nice C&T expansion app doesn’t help, of course.

Does anyone have any suggestions?

Exactly...there is no scaling on this, beside in winxp but it's softwarescaling and VERY ugly and slow.
You can tweak this for everything that can be switched to 512x384, but everything else will have black borders.
