The electrolyte from that leaked black capacitor is probably under some components. Check the SMD capacitors on the back for low resistance - all those capacitors should read fairly high or rising resistance. If it stays at a low value then there's probably cap electrolyte under the SMD parts.

Also check the fuses - one rectangular fuse on the PCB and one square thermal fuse on top of the transistors held in place with rubbery stuff.
There don't seem to be many functional UA0392P01 inverters left. It's awkward too because I'm fairly sure universal inverter boards require maybe 12-19 volts to operate while this Toshiba one runs on just 5v. So I don't think there's an easily available replacement unless you bodged in one from another model of Toshiba laptop
