is it possible to buy a 486 (HECK , EVEN A PENTIUM WOULD BE FUN) micro board. something in the ITX form ? just that it has edo/sdram expension and a PCI + USB to make a REALLY SMALL WIN 9x machine?

Any thoughts?

Socket 7 mATX is your best bet IMO.

Sounds like you basically want an old Neoware thin client. The CA2, CA10, and EON are probably the best-suited models (each with their own minor advantages and caveats), and they're pretty common and cheap on eBay.

Most of the VIA Mini-ITX boards from around '05-'06 supported Windows 9x and had PC/PCI and Distributed DMA support. That might be as close as you can get.
