Found on old system restore disc, Western Digital Cavier FASTDISK software. Any idea what this it?

probably 32bit access for Windows 3.x

I'd guess the Win3 32BDA driver, needed to support larger WD drives - there were some others, I think the one from the Ontrack worked pretty generally.
The WD one, with Wd drives (not sure if it would run with others), also allowed you to set the multiblock count, with Windows using 4k pages, I usually set it to 8 in the hope that matching the page size would give the best result.
