You're missing the keyboard controller ( the chip near the keyboard connector ), the BIOS chips, the ones marked HI & LO , and memory the whole lot of DIP sockets or the four SIP sockets to be able to use that board.
for the memory, if you have some 30 pin sockets laying around you can plug in two of those and slot some 30pin simm modules in there. it will be either U1 and U2 or U1 and U3 or maybe U2 and U4. though be careful to get pin 1 correct. or you could solder some pins to two 30 pin simms so you can stick'm in those sip slots.
I've got a similar board layout here., same chips as well it seems.
Right to repair is fundamental. You own it, you're allowed to fix it.
