On the large chip it says AT007 9522PX003.
Other strings on the board:

8311-03-A
PCB# 714-0501-020 Rev.1

Yup looks like a funky serial port for a scanner.

Third vote for scanner.

Search ebay for 'logitech hand scanner' for examples from the era. They appear to use the same plug, but I can't say what would be compatible with this board.
