That board is filthy. But that aside, JP18 is populated and next to a big MOSFET on a heatsink, so looks like it has a VRM. If the board works (big "if"), it should do 3.3V.

Board is being sold as tested/working from a seller on ebay.

So it seems like it would be worth putting in an offer then ? as some googling suggests this is/was a well regarded socket 3 board. It is listed for £69.99 or best offer.
