usually means something is overloading outputs by slurping excessive current
1 try different cpu
2 download datasheet, locate all the outputs used on your motherboard, we are interested in the impedance. Measure resistance/diode mode on the clock output lines (turned off). Now this is only half of the picture, because something might have high resistance, but low reactance and load the chip only at high frequencies. This will be harder to diagnose. Measuring signal levels with a scope is optimal. Poor mans solution could be trying one of those Chinese capacitor ESR meters, they measure at ~100KHz, better than nothing.
