I would replace all large capacitors on the board (>1UF), then check the analog circuit. Coils. L1-L3.
Funky how those bars go almost, but not quite completely down to the bottom. I've never encountered that before. Might those last few lines be coming from a different RAM chip?
All capacitors are replaced and I don't see any coils. All elements are signed. There are capacitors, fuses, resistors but no coils.
I was also thinking that it may be problem with RAM chips. All are the same. I reflowed their connections but it didn't help. Anyway I am thinking that one of chips may be broken so that's why I am asking here. Maybe somebody saw problem like this and can confirm my suspicions before I will cannibalize other card?
PS
I know that many video cards have L1, L2, L3 close to VGA connector. On my card they are called FB1, FB2, FB3 - I checked them and they are ok.
