Update - in case anyone is interested - I got a P4 engineering sample, and as expected it had an unlocked multiplier. In the bios on my motherboard I can set the multiplier from 8 to 255 or something equally mad. At 8 I get about a 1 GHz CPU, with 21 I get 2.8GHz, confirmed by cpu-z. Seems to default to 1.6ghz.
