The scsi interface on my pas16 fails to get recognised by the dos driver, I get:

Warning: No SCSI host adapters detected

This is using the Trantor CDROM driver that the pas16 install program sets up.

My card only seems to have jumpers for the "id" setting. It isn't laid out exactly like any of the pas16s on stason.org. It does have a 50-pin interface.

I cannot see anything in the install program to turn the scsi interface on or off.

Is there some other utility?

I imagine you're trying to use TSLCDR.SYS? This driver relies on MVSOUND.SYS being loaded first, so the CONFIG.SYS entries, and order, would need to look similar to the following:

DEVICEHIGH=C:\PROAUDIO\MVSOUND.SYS D:3 Q:5 S:1,220,1,7 M:0 J:0 T:1
DEVICEHIGH=C:\TSCSI\TSLCDR.SYS /D:SCSICD /P3

Personally though, I found that even the most recent version of TSLCDR.SYS was unable to support the late-model Toshiba CD-ROM I had, so I ended up using Adaptec's ASPICD.SYS driver instead. This setup doesn't depend on the MVSOUND.SYS driver, and instead uses the MAMV1.SYS ASPI manager, for a config that ended up looking something like this:

DEVICEHIGH=C:\PROAUDIO\MVSOUND.SYS D:3 Q:5 S:1,220,1,7 M:0 J:0 T:1
DEVICEHIGH=C:\TSCSI\MAMV1.SYS
DEVICEHIGH=C:\TSCSI\ASPICD.SYS /D:ASPICD /NOLUN
