When i want to turn on an old AT power supply without motherboard i always switch the mechanical switch that these PSUs have (computer Power on), and it always turned on without motherboard attached. This time with a old AT computer i have here the PSU won't turn on without motherboard. On a regular ATX psu all you need is to short the green wire with ground. What do i need to do to turn on an old AT psu without motherboard?

You could try shorting the orange wire to a red one. It helps to protect the unit if you have some load on the 5 and 12V rails such as a fan and a drive.

Maybe the supply doesn't work?

It does work, only when a motherboard is connected to it.

Auzner, connecting the POWER GOOD wire to the 5 volts didn't work either. This power supply is really awkward, it uses all the wrong colors for the wires, blue for 12v, yellow for -12 and white for POWER GOOD.
I did manage to power it up without a motherboard though, by connecting two huge 10W 5 Ohm resistors in series as a load between 5+ and ground, these resistores are really huge like 6 cm long and get a bit hot. You might think 10 ohms (5+5) might be a bit low but the next resistor i have is a 16 ohm resistor and that's already not enough to trigger the psu on. They get hot and together they draw about 470 mA so i still have 19,53 amps on the 5v rails to waste.
Quite a oddity this power supply heh..
