I have in possession a Dell Inspiron 8000.

Don't know if it works and the only things that are missing are an AC adapter, which I have on order, RAM, and a Hard Drive. So first thing to ask is what type of RAM does this particular laptop use?

SDR 144pin sodim is common for a lot of laptops of the era, as for the charger you can find it pretty cheap on eBay and amazon.

I just need to know what type of RAM the system uses and details on the hard drive (maximum capacity the system can handle and whether it's either proprietary or can use any standard laptop HDD).

Not sure what type of memory to buy right now as I have read on 4allmemory.com that it works with PC100 144-pin memory with specific memory chips. Not sure if that's true or not. And I'd rather not spend more than $10 for one or even two memory modules.

Did you look in the documents I linked to? My machine has 2x 256MB PC133 installed (some PC133 modules are PC100 compatible). From what I seen the chipset limits you to 2x256MB PC100 RAM for 512MB total. You can buy low density PC100 SODIMM cheap (low density would be 8 chips per side of module for 16 chips total per module).
