I'd try running the processor underclocking the bus to 66MHz. If it works, the either the processor or the MoBo are bad or its a cooling issue.

Resetting Bios by shorting the cmos might help.
Does this board still have a socketed bios chip? Reseating this one can help alot if it has been in storage.

When going for another board: asus p2b, p2b-f or p3b-f are very good alternatives and less problematic with caps.
