Here's my take on this:
I have 2 programmers: a USB-GQ3X and a TL866CS MiniPRO , both work fine with these old eproms but need an adapter for the PLCC one (the 1st pic)

Both are usb with english software.
The GQ-3X also needs a 12v/1A PSU in order to make good writes in (e)eproms.
The MiniPRO supports GAL chips - the GQ-3X no.
The GQ-3X supports writting 27C400 eproms (amiga kickstarts for example) the MiniPRO no.
If it's just for the occasional BIOS writting then get the MiniPRO, it's small and doesn't need any psu.
Search on eBay for them, there are tons available , just get the one you like best.
ps.
just don't expect these programmers to work wonders, support exotic chips or not having a bug or two (in new chips, the ancient ones we deal with are fine), there is a reason they cost only a small fraction of a good/pro programmer 🤣
