I've heard of certain motherboards being really slow before it actually comes to life, though I don't remember which issue caused this. Could be the certain mix of components (might try a different graphics card or temporarily remove some attached components like optical drive, NIC and excess memory though a few boards may kinda be slow like this out of the box) though I don't know if this is the case with your board or that your board actually has a (serious) problem with anything.
