I need to make some jumper changes to this old I/O controller but cannot find the manual anywhere. I've looked online but it's like this thing doesn't exist. I appreciate any help y'all can offer. Thanks

According to the FCC ID the card is from Formosa Microsystems which by the name itself screams Taiwan at you.

The card detects my floppy and IDE drives but I cannot get my serial connected mouse working.
When I load the mouse driver - the optical mouse lights up.

I was going to change some jumpers around and noticed JP9 has one less row of pins than in the diagram. Any ideas?

UPDATE: Didn't notice the first link - those jumpers match perfectly. I ended up swapping ribbon cables and setting default jumper settings for COM1. Unfortunately, no dice. I'm thinking a bad serial to ps2 adapter?
