Is it safe to switch jumpers on the motherboard to change the clock speed to slow down a 100mhz 486 to 33mhz (for the purposes of running older games)

I think that would depend on the chip. Some chips may be totally cool with running at significantly lower-than-stock speeds, others would not like it.

I would suggest you edit the title of your post to include the CPU and speeds you are asking about it. Right now the title is too generic...
