A timedemo had vanilla as 19fps and doom95 as 15, but it didn't appear to run as fast as possible, like in the benchmark pack on these forums.

what kind of question? it will always run slower on windows than in dos
It should run faster, as it can make use of hardware acceleration through DirectDraw. However, with no info about the hardware you are running it on, there's nothing one can tell to help you with your question. Having said that, a graphics cards with 2d hardware acceleration is needed at least to get a speed-up.
It would be intersting to measure the actual benefit of using Direct Draw technology. Apart from that Doom95 supports resolutions up to 640x480 which may need more CPU power than the 320x200 DOS-version.
